Meet the Brothers of Evans Brothers Consulting: Paul Evans

Paul Evans is the oldest of the six Evans Brothers. He is a veteran of the United States Marine Corps and has had a successful career in policing and public safety consulting. Paul joined the Boston Police Department in late 1970 and during his career, he was assigned to various districts and achieved all civil service ranks. During this period, Paul graduated from UMass Boston and Suffolk Law School and became a member of the Massachusetts Bar. In late 1993, Paul Evans was appointed Commissioner to the Boston Police Department and held the position for 10 years, a very long time for a commissioner of such a large city.

As Commissioner, Paul encountered his fair share of crises. During the late 80s and into the 90s, Boston was experiencing the highest rates of homicide the city had ever witnessed. Paul declares one of his greatest accomplishments is reducing the number of homicides in Boston by around 80%. Additionally, there were two and a half years during Paul’s time as Commissioner that not a single juvenile was killed in the city of Boston. President Clinton visited Boston during this time period and called the success of the Boston Police Department the “Boston Miracle.”

Despite crime dropping by double digits, Paul noted that fear remained stubbornly high in a number of neighborhoods. He responded by polling each district to identify the drivers of fear and challenging each of his district commanders to come up with innovative strategies to reduce fear. Surprisingly, he found that loud music and car breaks, as opposed to gangs and guns, accounted for a large number of the issues. District commanders’ efforts resulted in a significant 20% reduction in fear in a relatively short term.

After retiring in Boston, Paul moved to the United Kingdom where he was hired as the Home Office, Director of the Police Standards Unit. In the UK, the central government has oversight of all 42 police forces across the country. It is the responsibility of the Police Standards Unit to measure and monitor police performance, as well as ensure crime reduction goals are met. The Police Standards Unit is also responsible for assisting forces and Chief Constables with poor crime reduction performance.

During the four years Paul was in the UK, he worked under four different home secretaries and learned to  quickly adapt his monitoring strategy to accommodate each person’s unique priorities. Paul is a good listener and can translate executive concerns into company solutions. Currently, Paul is working with major city police departments who are experiencing crime increases and compliance issues.

Paul has a wealth of experience in policing and compliance, and declares “it’s all about accountability.” What he means is not only should people in the police force, or company, acknowledge areas of necessary improvement, it is equally (and maybe more) important to acknowledge those who are doing well and celebrate accomplishments. Paul adds “in order to be successful, you must be constantly analyzing and re-assessing. In this day and age, you cannot be managing in the present and instead should be managing a year or two down the line”.
